Registration of Scooters & Wheelchairs
Over the last few weeks we have had lots of telephone calls from concerned Scooter and wheelchair users who are finding the new legislation regarding the registration of Mobility vehicles confusing.
To help clarify the situation we have tried to compile a list of the most frequently asked questions and answers.

What is the new legislation?
As from January 2007 it is now a legal requirement for all class 3 Mobility vehicles that are used on the public highways to be registered and display a Road fund license (Tax disc). Class 3 vehicles must also have full lights and indicators and be able to be restricted to 4mph for use on pavements.
What is a Class 3 Vehicle?
A Class 3 vehicle is any Mobility vehicle that is capable of travelling over 4 mph (6.4 kph).
How do I register mine?
Simply fill in a V55/4 application form for new scooters or a V55/5 for used ones. These are available from your local DVLA office and return it to them along with documented evidence that the vehicle is new/used (including frame/serial number) You will then be issued with a Nil duty tax disc which must be displayed on the vehicle. You will also need to provide 2 forms of documentation confirming your name and address (one from each of the lists below)
Documentation confirming your name:
- Current DVLA paper driving licence
- UK/EU or foreign passport
- Marriage certificate
- Decree nisi/absolute
- Birth certificate
Documentation confirming your address:
- Utility Bill – gas, electricity, water, landline phone
- Bank/Building Society statement
- Medical Card
- Council tax bill for current year
Where do I get the V55/4 or V55/5 form?
Both forms are available from your local DVLA office but most good dealers will supply you with the relevant form when you are purchasing a new scooter from them. Details on how to fill in the form are available to download from the DVLA website - www.dvla.gov.uk
My Scooter is only capable of travelling at speeds up to 4 mph. Can I use it on the public highway?
Class 2 scooter (4mph) scooters are not supposed to be used on the road. They are designed for pavement use only.
